GARY MORGAN FOR LORD MAYOR OF MELBOURNE PRESS RELEASE ON ALLEGED ELECTION DONATIONS RORTING AUGUST 1, 2024

Topic: Press Release
Finding No: 9701

Lord Mayoral candidate Gary Morgan has committed himself to full and frank real-time disclosure of any campaign donations – should they be received

While Gary would welcome community support, he sees his campaign as being self-funded.

However, Gary expressed real concerns at the alleged rorting of past elections at which candidates have not made full disclosure at the time of the election donation, but rather, candidates have waited for up to forty days after the election to declare substantial donations to meet the Local Government ACT on disclosure requirements.

This donation process (particularly as it relates to developer and other vested interests) has caused substantial procedural problems at the Melbourne City Council where on a number of occasions several councillors had to leave the Chamber because they were compromised by these donations.

What is even more alarming, is that the Council has on several occasions lost quorum and could not proceed to make decisions on significant development proposals. This has resulted in the un-elected administration of council taking over the role of the councillors and making the decisions. On some occasions, the Victorian State Government was forced to intervene to take control of the matter!

Melbourne Lord Mayoral candidate Gary Morgan concluded by saying:

“I fully support the concept of real-time donation disclosure, but the rorting should end.”

“One must also ask other candidates, if they don’t support real-time donation disclosures – why not? What are they trying to hide?”

Margin of Error

The margin of error to be allowed for in any estimate depends mainly on the number of interviews on which it is based. Margin of error gives indications of the likely range within which estimates would be 95% likely to fall, expressed as the number of percentage points above or below the actual estimate. Allowance for design effects (such as stratification and weighting) should be made as appropriate.

Sample Size Percentage Estimate
40% – 60% 25% or 75% 10% or 90% 5% or 95%
1,000 ±3.0 ±2.7 ±1.9 ±1.3
5,000 ±1.4 ±1.2 ±0.8 ±0.6
7,500 ±1.1 ±1.0 ±0.7 ±0.5
10,000 ±1.0 ±0.9 ±0.6 ±0.4
20,000 ±0.7 ±0.6 ±0.4 ±0.3
